This mission takes place some time after Thief 2.

(Image the voice of Garrett): Now that Karras is dead, I'm almost safe again. Remaining mechanists have just two choices; 1. Join Hammers 2. Die. I've never been in this part of town but I know that it's well guarded by The Watch. Should be a challenge. *Hah*, yeah right. I know better than anyone that cops are almost always either drunk of tired as hell. Well anyway, time to get to work.
