To preface, I don't think length equals depth. A mission can be short and still dig deep. For example, simply adding some more readables could provide background information about Raputo, shady business dealings, connections with other gangs/City Wardens etc. Double or Quits doesn't really do that. The briefing is the only thing you really read about Raputo, other than one of the thieves boasting about someday becoming his right-hand man. It would've been cool to learn more about a Warden that's never really mentioned in the official games, even though his influence is quite great (especially when taking "The Black Parade" into account). Apparently, there's some connection to The Ivory Rose, which features in one of the very first FMs I've ever played: Dirty Money. I didn't really see much of a shared story, which is kind of sad.
That's really the only criticism, though. The rest of the level plays well, there's no real issues to be found. It's a very short mission, but with good level design, nice guard placement, and cool usage of custom textures. It lacks the atmosphere of Skacky's "Vanishing Point", but I do prefer the mission design.
