This level looks like one of these old Windows "maze" screensavers. Except these weren't filled with guards that tend to have eyes in the back of their head. I'm insanely glad I found Reuben's mansion first (I had forgotten which one contains the key and which one the safe). It's annoying to find your way, but most of all, it's just incredibly boring.
The mansions are (as the reviewer below me mentions) the "highlight", but that's saying very little. The main difference between the mansion and the sewers are small: more marble tiles, more color in the texturing, and a few more props like candles and banners. Loot is hidden within the most random places. The best thing I can say about this mission, is that there's an exit right next the final objective, so that you can finish this mission as quickly as possible (at least, if you meet the loot requirements).
Please play Intertheft! It's basically what you want this mission to be. I promise.

It's not easy to navigate, but, it somehow grew on me, over the years.
Actually, now, I'm always surpised that, even though it's confusing, you will find your way in the end.

This mission is exactly what I want this mission to be. I promise.

It doesn't seem like anything the developers wanted it to be.

I'm pretty positive it's exactly what the level designers wanted it to be. 😉

It doesn't really compare to the others (in terms of "finishedness"), so I am not sure what they're going for then.
