While nabbing all of the objective items, I found myself short on loot and therefore did not "complete" this. It's simple enough in design that I think either a script broke or it was designed in such a way that if you make a mistake, you are hard locked out of the loot objective while the game doesn't notify you of this. Either way, it's not enough fun to keep searching, even though I was pretty thorough in my 3 laps through the mission.
There were tons of problems in working through this one:
Some walls are made of water (the author thought this was neat but it comes off as a clipping issue with the brush work).
Window brushes not properly sized or aligned
Building brushes not snapped to grid (can see through seems).
cramped and no understanding of the pathing for lampposts and electrical equipment
Stairs that require mantling (jumping to walk up)
some books are frobable but not readable
overly sensitive guards even the sleeping ones
Got stuck in a tunnel and had to restart
Got stuck behind some auto-opening and closing gates and had to restart.
The architecture is neat and there is a well thought out mission underneath a very blandly decorated and buggy mess. My bottom line is that I subject myself to incredible amounts of pain and frustration to mark off a mission as "completed", but this one was too far past the threshold. I think I know why I missed the loot and it requires a full restart of the mission if I'm right... and I'm simply not willing to do that, hence, I recommend avoiding this one.
